The Bill (Reg. No5210) suggests implementation of the certification of the office buildings on correspondence to the suggested standards of the of green building before they are put into operation and in case certificate of green building is not obtained the state budget charge is presupposed at the rate not more than 20 tax-exempt minimums per one square meter of total are of the office building.
The suggested certification of the office buildings on correspondence to the mentioned above criteria, according to the People´s Deputies, is not an objective evaluation according to which it is planned to inflict a penalty for the environmental influence and may not be applied to other office buildings.
Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariate in its conclusion declared that the article 11, in particular, explained the ecological criteria "of the green building certification" though the content of these criteria remains uncleared.
